These amendments focus on core services, reserves, open books, nonpartisan offices, and a higher vote for new Council-passed taxes.
Note that they came from the elected Charter Review Commission after public hearings, and that voters still decide.
✓YES on 1 - Core Services First
Fund police, courts, roads, & basic administration before extra programs. It sets a priority order so essentials are not the first thing cut when money is tight.
✓YES on 2 - Rainy-day Funds:
Rainy-day funds are for emergencies, disasters, severe budget shocks, and keeping essential services going. Spending them needs a supermajority and a plan to refill them. Reserves are for crises, not routine spending.
✓YES on 3 - Nonpartisan Offices:
All county elected offices should appear on the ballot without a party label. Council, Executive, and Prosecutor switch through 2030. Sheriff, auditor, treasurer, assessor, and clerk are already nonpartisan
✓YES on 4 - Open the Books:
Put county contracts & spending online where anyone can clearly see them. The measure requires searchable, downloadable tools for county-funded contracts, grants, spending, and recipients without a records request.
✓YES on 5 - Stronger Vote for New Taxes: After January 1, 2027, a new tax the Council can pass on its own, or an increase in one, needs 4 of 5 votes.
